कटिहार में SVU की सनसनीखेज छापेमारी: लोक शिकायत अधिकारी श्वेता मिश्रा के खिलाफ भ्रष्टाचार के गंभीर आरोप
कटिहार जिले के मनिहारी अनुमंडल में 5 जून 2025 की सुबह एक ऐसी घटना हुई, जिसने पूरे बिहार के प्रशासनिक हलकों में हड़कंप मचा दिया। स्पेशल विजिलेंस यूनिट (SVU), बिहार पुलिस की भ्रष्टाचार विरोधी इकाई, ने लोक शिकायत निवारण पदाधिकारी श्वेता मिश्रा के मिरचाई बारी स्थित सरकारी आवास पर सनसनीखेज छापेमारी की। यह कार्रवाई आय से अधिक संपत्ति और भ्रष्टाचार के गंभीर आरोपों के आधार पर की गई। SVU ने न केवल कटिहार में, बल्कि पटना, मनिहारी, और उत्तर प्रदेश के प्रयागराज में श्वेता मिश्रा के ठिकानों पर एक साथ तलाशी अभियान चलाया।
श्वेता मिश्रा, जो अक्टूबर 2024 से मनिहारी में लोक शिकायत निवारण अधिकारी के रूप में कार्यरत हैं, पहले आरा सदर में भूमि सुधार उपसमाहर्ता रह चुकी हैं। उनके खिलाफ पहले भी रिश्वतखोरी और गलत कार्यशैली की शिकायतें सामने आ चुकी हैं। सूत्रों के मुताबिक, SVU को श्वेता मिश्रा के खिलाफ ठोस सबूत मिले थे, जिसके बाद कोर्ट से सर्च वारंट लेकर यह हाई-प्रोफाइल छापेमारी की गई। जांच में पता चला कि श्वेता ने अपनी वैध आय से कहीं ज्यादा संपत्ति अर्जित की है, जो उनकी सरकारी तनख्वाह से मेल नहीं खाती।
SVU की विशेष टीम, जिसमें वरिष्ठ अधिकारी, तकनीकी विशेषज्ञ, और स्थानीय पुलिस शामिल थी, ने सुबह-सुबह उनके सरकारी क्वार्टर पर दबिश दी। छापेमारी के दौरान कई महत्वपूर्ण दस्तावेज, बैंक खातों के रिकॉर्ड, और संपत्ति से जुड़े कागजात जब्त किए गए। खबर है कि श्वेता मिश्रा के पास कटिहार, पटना, और प्रयागराज में कई संपत्तियां हैं, जिनमें फ्लैट, जमीन, और अन्य निवेश शामिल हैं। हैरानी की बात यह है कि छापेमारी के समय श्वेता अपने आवास पर मौजूद नहीं थीं, जिसने इस मामले को और रहस्यमय बना दिया। SVU ने उनके क्वार्टर को सील कर दिया है और उनकी तलाश में जुट गई है।
SVU के एक वरिष्ठ अधिकारी ने बताया, “श्वेता मिश्रा के खिलाफ आय से अधिक संपत्ति का मामला दर्ज किया गया है। प्रारंभिक जांच में उनकी संपत्ति उनकी वैध आय से 84.34% ज्यादा पाई गई, जिसकी कीमत करीब 80.11 लाख रुपये है। हम उनके बैंक खातों, निवेश, और अन्य वित्तीय लेनदेन की गहन जांच कर रहे हैं।” इस कार्रवाई के लिए SVU ने प्रिवेंशन ऑफ करप्शन एक्ट, 1988 (2018 में संशोधित) और भारतीय दंड संहिता की धारा 120B (आपराधिक साजिश) के तहत मामला दर्ज किया है।
यह छापेमारी बिहार सरकार की भ्रष्टाचार के खिलाफ जीरो टॉलरेंस नीति का हिस्सा है। हाल ही में पश्चिम चंपारण में जिला शिक्षा अधिकारी राजनी कांत प्रवीण के ठिकानों पर SVU ने छापा मारा था, जहां 2.75 करोड़ रुपये नकद और अन्य संपत्तियां बरामद हुई थीं। श्वेता मिश्रा के खिलाफ यह कार्रवाई इस बात का सबूत है कि SVU भ्रष्टाचार के खिलाफ अपनी मुहिम को और तेज कर रही है।
स्थानीय लोगों और प्रशासनिक हलकों में इस छापेमारी को लेकर चर्चा जोरों पर है। कटिहार के एक निवासी, मोहन पासवान, ने कहा, “ऐसे भ्रष्ट अधिकारियों के खिलाफ कार्रवाई होनी ही चाहिए। ये लोग जनता की शिकायतें सुनने के बजाय अपनी जेबें भरते हैं।” वहीं, कुछ लोगों का कहना है कि श्वेता मिश्रा की अनुपस्थिति ने कई सवाल खड़े किए हैं। क्या वे जांच से बचने की कोशिश कर रही हैं? या जल्द ही SVU के सामने पेश होंगी?
SVU, जिसका गठन 1946 में हुआ था, बिहार में भ्रष्टाचार पर नकेल कसने के लिए जानी जाती है। बिहार सरकार ने इसे और सशक्त करने के लिए कई कदम उठाए हैं। इस साल जनवरी से अब तक SVU ने 34 अधिकारियों के खिलाफ कार्रवाई की है, जिनमें से कई बड़े नाम शामिल हैं। श्वेता मिश्रा के खिलाफ यह छापेमारी इस दिशा में एक और बड़ा कदम है।
जांच अभी जारी है, और SVU को उम्मीद है कि श्वेता मिश्रा के ठिकानों से और भी बड़े खुलासे होंगे। अगर जांच में और सबूत मिलते हैं, तो श्वेता के खिलाफ निलंबन या गिरफ्तारी जैसी सख्त कार्रवाई हो सकती है। कटिहार और मनिहारी में लोग इस मामले पर नजर रखे हुए हैं, और जनता के बीच यह सवाल उठ रहा है कि क्या बिहार में भ्रष्टाचार के खिलाफ यह जंग और तेज होगी।
